Are live sucker rigs ethical — and legal?

They can be both, but only with the modern rig. The old method — a single hook, letting the muskie swim off and swallow — gut-hooked fish and killed an unacceptable share of releases, and it is the reason live bait got its bad name in muskie circles. Today's standard is the quick-strike rig: two hooks bridled to the sucker's snout and dorsal so the angler strikes within seconds of the grab, hooking the jaw, not the stomach; used properly its release survival is comparable to lures. The legal layer varies hard by jurisdiction — bait transport bans to stop invasive spread, size limits on baitfish, circle-hook or rig rules on some waters — so the regulation booklet comes before the bait tank.
