Why do largemouth sometimes just "hold" the bait instead of running with it?

Because the strike is suction feeding: the fish flares its gills, expands its throat, and inhales the bait in a few tens of milliseconds — then it simply has it, with no need to swim off. A largemouth that inhaled your worm from ambush often just settles back to its holding spot, which reads on your line as nothing at all or a faint extra weight. Do not wait for movement; if anything feels different, reel down and set.
