Is Japanese PE and North American braid the same material?

Yes — both are ultra-high-molecular-weight polyethylene (Dyneema, Spectra, or Asian equivalents). Where they differ is fibre grade, pick count, diameter tolerance, coating and labelling standard, and those are decided by the product spec, not the flag: Japanese brands sell general-grade lines built to the North American spec in North America, and precision x4 lines in Japan. The braid that really is a different material is Dacron (polyester).
