What is the core summer muskie pattern — weeds or open water?

Run both programs, because summer splits the population. A shallow contingent lives the classic life on cabbage beds, weed edges, and rock-weed transitions in 2–6 m (7–20 ft), eating perch and suckers and answering bucktails and topwater in the low-light hours. On lakes with pelagic forage, a second — often larger-average — contingent suspends over the basin near the thermocline with the cisco schools. Heat is the scheduler: as surface temps push toward the 26–27 °C (79–81 °F) ethics line, compress your effort into dawn, dusk, and night, or stand down entirely. Weed fish are casting fish; basin fish are trolling fish.
